The Ministry of Service Alberta and Red Tape Reduction has released Deloitte’s third-party review of the Real Estate Council of Alberta (RECA).
This independent review began in June 2025 and reflects several months of work across government, RECA, and industry. The result is a comprehensive report that speaks to many of the challenges REALTORS® across Alberta have been raising.

AREA played an active role throughout this process. We provided a detailed submission, met with the Deloitte team, and walked through the day-to-day realities members are experiencing across the province.
This work was supported by AREA’s RECA Review Committee, with local board representation, ensuring what was put forward reflected real, on-the-ground experience.
AREA represents approximately 15,800 REALTORS®, or roughly 70% of all RECA licensees. That scale matters. It ensures the perspectives brought forward reflect most professionals working in Alberta’s real estate sector.
That perspective is reflected in the final report.

What happens next
Deloitte’s report provides advice to the Ministry. What happens next will depend on how recommendations are prioritized, what direction is set, and where legislative changes may be required.
AREA will remain actively engaged throughout this process. We will continue working with the Ministry and RECA to support implementation that leads to meaningful improvements in how the system operates — with a focus on clarity, consistency, and confidence.
As this work moves forward, we will continue to advocate on behalf of members to ensure the root causes of these issues are fully addressed. Lasting change requires more than incremental adjustments. It requires a system that is designed to work effectively, consistently, and with confidence across Alberta’s real estate sector.
